02 / 09Approach

Law that makes sense to business

“A mix of law and creativity”: we look for the solution that works for the business and explain it simply — no theory, no dry jargon.

  • One team for every issue

Contracts, corporate changes, tax, disputes and IP — no need to find a separate lawyer for each task.

  • Law is easy

Lectures, business breakfasts and discussions where complex legal topics are explained simply.

  • Industry depth

We follow regulation and case law — for energy we prepare a weekly review for clients.

Where we represent clients

  • Courtscommercial and administrative, appeal and cassation
  • Public authoritiesstate and local government bodies
  • AMCUmergers, investigations, procurement complaints
  • Tax authorityaudits, tax notices, administrative appeals
  • NEURClicensing, regulator decisions, sanctions
More about the firm

DEVOSO law firm acts for participants in Ukraine’s electricity market. Our clients include generators and renewable energy owners, traders, suppliers, industrial consumers and energy storage operators. We build defence strategies in court, represent companies before NEURC, the AMCU and the tax authority, and support them through inspections.

Why DEVOSO law firm focuses on energy

The electricity market has its own logic. Licence conditions, market rules, the transmission and distribution codes and frequent regulatory changes all apply at once. As a result, ordinary business issues — a contract, a dispute, an inspection — carry specific risks in energy.

We chose this focus deliberately. You therefore do not need to explain to us what an imbalance is, what a balance responsible party does or how a DSO contract works. We get straight to the point.

What we do

  • Litigation and defence strategy. Disputes over settlements, imbalances, metering and arrears; challenges to decisions of authorities.
  • NEURC. Licences, explanations and objections, appeals against resolutions and fines.
  • AMCU. Merger clearance, responses to requests, defence in investigations.
  • Tax. Audits, challenges to tax assessments, blocked VAT invoices.
  • Inspections. Readiness reviews and a lawyer on site during the inspection.
  • Monthly retainer. Day-to-day legal work for a fixed fee.

DEVOSO law firm practices

We keep six practices, and each one is geared to the needs of energy market players. See our services for details.

  • Energy — licensing, the electricity market, renewables, PPAs and energy asset deals.
  • Competition — merger control in energy, investigations and compliance.
  • Business legal support — contracts, corporate and employment matters, monthly retainers.
  • Tax — audits of energy companies, disputes with the tax authority, excise tax on electricity.
  • Dispute resolution — commercial and administrative courts, arbitration.
  • Intellectual property — supplier and trader brands, trading and metering software, renewable project know-how.

Our approach

Partner-led

Every matter is led by a partner who sets the strategy and attends the key hearings and negotiations. So you always know who is personally accountable.

Budget agreed upfront

We agree the scope and fee before we start. For most matters, we offer a fixed fee or a phased budget. Your CFO can plan accordingly.

Candid advice

We never promise outcomes, because the final decision rests with a court or an authority. Instead, we explain the realistic scenarios and the consequences of each choice. We also report regularly on progress, next steps and new risks.

Values

  • Accountability. We only take on work we can do well and on time.
  • Confidentiality. Client information is protected by attorney privilege.
  • Practicality. We give advice you can act on, not academic memos.
  • Integrity. We do not act where there is a conflict of interest.

For foreign investors in energy

We work in English, produce bilingual documents and explain Ukrainian rules in terms familiar to international investors. Most matters are handled remotely through video calls, e-documents and qualified electronic signatures. Find out more on our foreign investors page.

06 / 09Principles

Rules we follow in every matter

  • A partner leads the matter

A partner who is an advocate is personally responsible for strategy and the work, and knows the details of your matter — you are never passed from hand to hand.

  • Budget agreed in advance

We fix the fee before work starts. If the scope changes, we discuss it with you first.

  • Confidentiality

Attorney privilege, NDAs on request, a conflict check before we receive any documents.

  • Deadlines tracked

Procedural deadlines and inspection dates are visible in your client area, with reminders.

  • An honest assessment

We are frank about weak points and never promise an outcome that depends on a court or authority.
